How to Create a Contract
Navigation
Navigate to the Contracts application and click the + (plus sign) to
view the expanded contents. Click the + (plus sign) next to the Contract
Maintenance folder; then double-click the Create or Amend Contract
sub-folder to display Select Contract to Amend screen.
How To Create a Contract
- Click the Create Contract button at the bottom of the screen to display
the Steps to Create a Contract screen.
- Type in the Service Requester Prop number in the Service Requester Prop
field, or click the Choose Service Requester Prop drop-down menu.
Highlight the appropriate company name and click the Accept button.
- Click the down arrow in the Choose Transportation Service Provider
field and select the service provider from the list. Click the Accept
button. Or, enter the TSP in the field.
- Click the Type of Service drop-down menu. Highlight the appropriate Type
of Service and Type of Contract and click the Accept
button.
- Click the Contract Effective Date drop-down calendar and select the
appropriate date. Or, enter the date in the field.
NOTE: The Contract Effective Date is required.
- Click the Contract Effective Thru-Date drop-down calendar, and select
the appropriate date. Or, enter the date in the field.
NOTE: The Contract Effective Thru Date field (step 6) is not
allowed for the following types of services: ISMA, ISPA, IT, IT-X, LMSMA, LMSPL,
LMSPA, PTR, PTRD, SA, and Rollup. For these types of services,
the Effective Thru Date field will default to NULL.
- Click the Save button. As the entry is saving, a contract number
appears in the New Contract Number field at the bottom of the screen. A
new screen appears that displays the following tabs: Details, Quantity, Assigned
Address, Comments, Contract Terms, and Validation Messages. The Details
screen is active.
Details Tab
NOTE: The Service Requester Name, Contract, TOS, Service Requester,
Service Requester Prop, and Transportation Service Provider fields displayed in the header
on this and succeeding screens contains information entered on a previous screen and are
not editable here.
- If you need to change the Eff Date or Eff Thru Date that was entered in the previous
screen, either date can be changed by clicking the Eff Date field and enter the
appropriate date.
- Click the Eff Thru Date and enter the appropriate date.
- Click the Amnd Desc field and enter a description of the base contract or use the system
default (Amendment 0 for the current contract).
NOTE: For new contracts, the Amnd field on the right side should be 0.
- For further identification, type in a description of the contract in the Req ID field or
use the system default (current contract number).
- Click the Save button.
NOTE: Edit the Amend Status only after all screens are completed and ready to be
transmitted.
Quantity Tab
- Click the Quantity Tab depending on the type of service contract created and select the
Transportation Location(s) or Storage Location(s) option.
NOTE: For IT and SA service, do not enter any information in the Transportation
Location/This Request screen.
- For IT-X and IS service, complete the following fields: Location Prop, Loc Purp of
Receipt/Delivery or Injection/Withdrawl indicators.
- For PTR service, complete the following fields: Loc Prop and Loc Purp of Delivery.
- For all other service types, complete the following fields: Location Prop, Loc Purpose,
and Requested Quantity.
Transportation Location(s)/This Request Tab
- Click the Add New button at the bottom of the screen to add a new location. Type the
Location Prop in the field, and press Enter or the Tab key to display details for the
record. Or, click the Location Prop field drop-down menu and select the appropriate
Location.
NOTE: Complete this step for all delivery and receipt locations. When the entries
are saved, the field(s) will be updated to contain the entered information.
- Select the Location Purpose Code for the Delivery (D) and Receipt (R) locations from the
drop-down list. Or, type an R or D in the Location Purpose field.
- Enter the Requested Quantity for the Delivery and Receipt locations.
- Click the Save button.
- Click the Validate button to ensure that locations are valid and that the contract
receipt quantities equal the contract delivery quantities. If the validation fails, go to
the Validation Message tab to view the error messages.
Transportation Location(s)/Cumulative Quantity Tab
NOTE: You cannot enter any data on the Transportation Location(s)/Cumulative
Quantity screen.
Transportation Location(s)/Cumulative Leg Zone Quantity
NOTE: You cannot enter any data on the Transportation Location(s)/Cumulative Leg
Zone Quantity screen.
Contract/This Request Tab
- Click the Contract/This Request tab. Click the Sum button if the TOS is a contract with
location quantities (excluding storage contracts). The grid on the screen will update with
a contract total based on the calculation of the saved location quantities for this
amendment.
- Click Add New and enter the new quantity requested in the Requested Quantity field if
the TOS is an FS-MA, FS-PA, LNGS, IS-PA, IS-MA, IT, IT-X, Park or Loan contracts.
- Click the Save button.
Contract/Cumulative Quantity Tab
NOTE: You cannot enter any data on the Contract/Cumulative Quantity screen.
Storage Location(s)/This Request Tab
- Click the Storage Location/This Request tab for storage contracts and click the Add New
button to enter the injection and withdrawal locations.
- Type the information for the injection location in the Loc Prop field. Select the Loc
Purpose of Injection. Then enter the injection quantity in the Req Qty field. This
quantity must be 1/150th of the MSQ entered.
- Type the required information for the withdrawal location in the Location Prop field.
Select the Loc Purpose of (W) Withdrawal and enter the withdrawal quantity in the Req Qty
field. This quantity must be between 1/30th and 1/365th of the MSQ.
NOTE: The Location Prop fields can be completed by clicking the drop-down menu and
selecting the appropriate location proprietary code for the injection and withdrawal
locations.
- Click the Save button.
- In the Ratchet Components section, the following fields are shown: Ratchet 2 (MDWQ),
Ratchet increment 1, and Ratchet increment 0.
NOTE: The MDWQ field will be populated with the withdrawal quantity previously
entered.
- Enter the appropriate Ratchet increments in the three Ratchet Component fields, if this
is a ratcheted contract.
- Click the Save button.
NOTE: For IS-MA, IS-PA and LNGS contracts the Loc Prop must be entered but no
volume should be entered.
- Click the Validation button. If the Validation fails, go to the Valid Message tab to
view the error messages.
Storage Location(s)/Cumulative Quantity Tab
NOTE: Entries cannot be made on the Storage Location(s)/Cumulative Quantity
screen.
Assigned Address Tab
- Click the Assigned Address tab to add or modify a notice and billing address. If
addresses have been designated as billing default (BILDF) and notice default (NOTDF),
these defaults will be shown on this screen and can be changed if necessary.
NOTE: For instructions on setting up a default address, see "How to Create or
Modify an Address, Contact or Address Group."
- Click the New button to add a new address. Click the drop-down menu in the Group Number
field. The available address groups appear in the left pane, and their currently assigned
address group contract number, TOS, TOC, and TSP can be viewed in the right pane.
- Highlight the address pertinent to this contract and click the Accept button.
NOTE: One billing and one notice address per contract are required.
- Click the Save button to save the assigned addresses.
- To modify an existing default address, click the Group Number to be replaced. Type in a
new Address Group number. Or, click the drop-down menu in the Group Number field. All
available address groups, the address groups currently assigned contract numbers, TOS,
TOC, and TSP appears on the screen.
- Highlight the address pertinent to the contract to be amended. Click the Accept button.
The new address group replaces the old one in the grid at the top of the Assigned Address
screen.
NOTE: One billing and one notice address per contract are required.
- Click the Save button. When a billing agent has been assigned, the agent and address are
also displayed.
Comments Tab (Optional)
- Click the Comments tab to add a comment; then click the Add New button. Click the down
arrow in the Comment Type field and select the appropriate comment type from the drop-down
list. For external customers, the comment type will automatically be populated when the
Add New button is clicked. Type any comments in the field on the right.
NOTE: Comments do not become a part of the contract.
- Click the Save button. The Chg User and Comment Date fields update automatically.
Contracts Terms Tab (Optional)
Click the Contracts Terms Tab to add a Nonstandard Term or a Special Term.
Nonstandard Terms Tab
- Click the Add New button to add a nonstandard term. Click the drop-down arrow in the
Term Code field, and from the drop-down list select the terms negotiated for this
contract. The Eff Date field is updated automatically with the effective date on the
contract.
NOTE: Steps 2 and 3 apply to Load Management ServicePipeline (LMS-PL)
contracts only. If the contract being created is not an LMS-PL contract, save the
nonstandard terms entered in Step 1 by clicking the Save button. The Status, Chg User, and
Time Stamp fields update automatically.
- For LMS-PL contracts, the system will add the Imbalance Tolerance terms, the pipeline
tolerance level (Percentage), the pipeline tolerance level volume (Volume) and the
Penalties fields. Locate the Percentage and Volume fields on the right. In the Numeric
Value column, enter a value in one, but not both fields. The numeric value for Volume can
be 1 (one) or greater. The numeric value for Percentage can be from 1% to 100%, where 100%
is the same as payback in kind.
- On the Properties screen, the system will add the Penalty indicator to the Description
column and place an N (no) in the Value column. This entry can be changed to Y (yes) prior
to submitting the contract to the system, if necessary.
- Click the Save button. Once the terms are saved, the Status, Chg User, and Time Stamp
fields are updated automatically.
Special Terms Tab (Optional)
- Click the Special Terms tab to add a special term. Click Add New to add special terms.
- Enter the special terms in the right hand side of the screen in the Special Terms box.
- Click the Save button. Once the terms are saved, the Chg User and Time Stamp fields are
updated automatically.
Validation Message Tab (Internal Users Only)
The Validation tab contains any error messages encountered while creating a contract.
Submitting the Contract
- After all relevant information has been entered, click the Details tab. In the Amnd
Status field, click the drop-down menu and submit the contract to the pipeline by changing
the contract status to Transmitted.
- Click the Save button.

How To Amend a Contract
How To Edit a Pending Request
- After the contract has been approved, navigate to the Review/Maintain a Contract folder.
- Click the Search button, or to narrow the search, enter the contract number and click
Search.
- Highlight the appropriate contract and click the Continue button. The Contract Amendment
screen appears.
- Locate the Amnd Status field. Click the drop-down menu and execute the contract by
changing the status to Executed.
- Click the Save button.
How to Edit a Pending Request
Purpose
A contract request that has been saved but not transmitted can be revised on the Edit
Pending Request screen. This edit feature can be used to revise a contract that was saved
for later processing or was not transmitted due to an error encountered during
transmittal.
Navigation
Navigate to the Contracts application and click the + (plus sign) to view the expanded
contents of the application. Click the + (plus sign) next to the Contract Maintenance
folder; then double-click the Edit Pending Request subfolder to display the Pending
Request screen.
NOTE: On the Pending Request screen, you can query the Contract,
Amendment Number, Service Requester, Service Requester Name, Service Requester Prop, or
Request ID fields. Make queries individually or in any combination.
How To Edit a Pending Request
- Enter the Contract Number in the Contract Number field and click the Search button to
locate the contract to be amended. Or complete the Service Requester, Service Requester
Prop, Contract, TOS, TOC, Amnd Status, or TSP Name fields, in any combination, to locate
the appropriate contract. A list of contracts appears.
- Select the contract to be edited and click the Continue button at the bottom of the
screen.
NOTE: Except for the Type of Service field, the fields that can be added
during the Create Contract process can be edited on the Pending Request screen.
- Click the appropriate fields and make the necessary revisions.
- Click Save on every screen where a change is made.
- After the contract has been completed, click the Details screen and change the Amnd
Status to Transmit. Click Save.
How to Amend a Contract
Navigation
Navigate to the Contracts Application and click the + (plus sign) to view the expanded
contents of the application. Click the + (plus sign) next to the Contract Maintenance
folder; then double-click the Create or Amend a Contract sub-folder to display the Select
Contract to Amend screen.
How To Amend a Contract
- Enter the contract number in the Contract Field, and click the Search button to locate
the contract to be amended. Or complete the Service Requester, Service Requester Prop,
Contract, TOS, TOC, Amnd Status, or TSP Name fields, in any combination, to locate the
appropriate contract. A list of contracts appears.
- Highlight the contract to be amended and click the Create Amendment button. The Create
Amendment screen appears.
NOTE: The system creates the Contract Details pane on the left side of
the screen. This information is not editable. The Amendment Details pane is located on the
screens right side. The PASSKEY system automatically numbers amendments once saved
and displays the amendment number in the Amnd # field on the next screen.
- Click the Amnd Desc field and enter a description of the amendment to the contract.
- Type a description in the Req ID field to further identify the contract.
- In the Effective Date field, enter a date by clicking the down arrow and using the
scroll bar. Or, type in a specific date.
- Click the Save button, and the Details screen appears.
Details Tab
- Locate the Amnd # field in the screens right pane. The PASSKEY system will number
amendments as they are received and list each amendment number.
- Locate the Amend Desc field. This field contains the Amend description entered on the
previous screen. If necessary, changes to the description can be made by clicking in the
field.
- The Req ID field contains the information that was entered in the previous screen. If
necessary, changes can be made by clicking in the field.
- The Eff Date field will contain the date entered when the contract amendment was
created. Changes to the date can be made by clicking the Eff Date field and correcting the
data.
- Click the Save button to save any changes made to this screen.
NOTE: The TOC, Prcs Code Desc, Eff Date, Eff Thru Date, Actual Term Date,
Evergreen, Term Cond, Term Notification, Billing R/D Code, and Interest Term fields
displayed on this screen are not amendable.
Quantity Tab
Click the Quantity tab. Depending on the Type of Service (TOS) contract to be amended,
select either the Transportation Location(s) or Storage Location(s) option.
Transportation Location(s)/This Request Tab
- Click the Cumulative Quantity tab to change existing location quantities.
- Select the Location(s) to be amended. Click the Copy button to copy the selected
location(s) to the Transportation Location(s)/This Request screen. To select more than 1
(one) location, hold the Control (Ctrl) key and click on the blue bar to the left of the
location field.
- Click the Transportation Location(s)/This Request tab and enter the new Requested
Quantity for the contract Delivery (D) and/or Receipt (R) locations.
- Click the Add New button at the bottom of the screen to add new locations.
- Type the appropriate Location number in the Loc Prop field and press Enter or Tab to
populate the line. Or, click the drop-down menu in the Location Prop field and select the
appropriate location proprietary code; then click the Accept button.
- Click the down arrow on the Location Purpose Code for each new location or type an R
(Receipt) or D (Delivery) in the Location Purpose field. Enter the total requested
quantity for each of the amended locations.
- Click the Save button to save the amended quantity entries.
- Click the Validation button to validate the information entered.
Transportation Location(s)/Cumulative Loc Quantity Tab
This tab displays the contracts existing meters and quantities. The information
on the Transportation Location(s)/Cumulative Quantity screen can be copied to the This
Request screen.
Contract/This Request Tab
- Click the Contract/This Location tab if the TOS is a contract with location quantities
(excluding storage contracts).
- Click the Sum button. The grid will be updated with a contract total based on the
calculation of the saved location quantities for this amendment.
- If the TOS is an FS-MA, FS-PA, IS-MA, IS-PA, LNGS, IT, or IT-X contract:
- Click Add New and enter the new quantity requested in the Requested Quantity field.
- Click the Save button.
Storage Location(s)/This Request Tab
- Click the Cumulative Quantity tab, and select the location(s) to be amended. Click the
Copy button to copy the selected meters to the This Request screen. To select more than
one location, hold the Control (Ctrl) key and click on the blue bar to the left of the
location field.
- Click the Storage Locations(s)/This Req tab and enter the requested quantity (i.e.,
total desired at the location) for all injection and withdrawal locations.
- Locate Ratchet Components on the right pane of the This Request screen. The fields
Ratchet 2 (MDWQ), Ratchet increment 1, and Ratchet increment 0 are shown. Changes can be
made here only for contracts with Conditional Deliverability or Ratchet contracts.
- Click the Save button to save all entries.
- Click the Validate button to ensure that the contract injection and withdrawal
quantities meet storage requirements. If quantities do not pass validation, make changes.
Save and Validate again.
Assigned Address Tab
- Click the Group Number to amend the appropriate addresses attached to the base contract.
Type in a new Group Number, or click the drop-down menu in the Group Number field. The
available address groups appear in the left pane, and their currently assigned contract
numbers, TOS, TOC, and TSP can be viewed in the right pane.
- Highlight the address pertinent to the contract to be amended. Click the Accept button.
The new address group number replaces the old one in the grid at the top of the Assigned
Address screen.
NOTE: There is only one billing and one notice address per contract.
- Click the Save button to save the assigned addresses. The screen will be updated with
the new address information. When a billing agent has been assigned, the agent and address
will also be displayed.
NOTE: To Add or Modify an address or contact, or to add or modify an
address group, see "How to Create or Modify an Address, Contact or Address
Group".
Comments Tab (Optional)
- Click the Comments tab. Click the Add New button to add comments to a contract, and
click the drop-down menu in the Comment Type field. Select the appropriate Comment Type
from the drop-down menu and click Accept. For external customers, the comment type will
automatically be populated when the Add New button is clicked.
- Type your comment in the comment space on the right side of the screen.
- Click the Save button. The Chg User and Comment Date fields are updated automatically.
Contract Terms Tab (Optional)
Click the Contract Terms tab to add either a Nonstandard Term or Special Term.
Nonstandard Terms Tab
- Click the Add New button. Click the drop-down menu in the Term Code field found in the
Nonstandard Terms tab.
- Select the terms negotiated for this contract from the menu. The Eff Date and Eff Thru
Date fields can be updated for all nonstandard terms.
NOTE: Steps 35 apply only to Load Management ServicePipeline
(LMS-PL) contracts and need to be updated only if new tolerances and penalties have been
negotiated. Skip to step 6 if the contract being amended is not an LMS-PL contract.
- For LMS-PL contracts, the system automatically adds the Imbalance Tolerance term, the
pipeline tolerance level percentage (Percentage), and the pipeline tolerance level volume
(Volume) fields on Amendment 0. To change these fields on amendments other than 0, click
the Add New button, select Imbalance Tolerance from the Term Code field and click Accept.
- Locate the Percentage and Volume fields on the grid. In the Numeric Value column, enter
a value in only one of the fields. The value for Volume can be 1 (one) or greater. The
Value for Percentage can be from 1% to 100% where 100% is the same as payback in kind.
- The PASSKEY system automatically adds the Penalty indicator to the Description column
and adds an N (no) in the Value column. When necessary, change the Value column entry to Y
(yes) prior to submitting the contract to the system.
- Click the Save button. The Status, Chg User, and Time Stamp fields are updated
automatically.
Special Terms Tab
- Click the Special Terms tab. Click the Add New button.
- Type the special terms in the comment space on the right of the screen.
- Click the Save button. The Chg User and Comment Date fields update automatically.
Validation Message Tab
The Validation Message tab contains error messages encountered during the Create An
Amendment process.
Submitting the Contract Tab
- After recording entries on all relevant tabs, return to the Details tab.
- In the Amnd Status field, click the drop-down menu and submit the amendment to the
pipeline by changing the amendment status to Transmitted.
- Click the Save button.

How to View a Contract by Amendment
Purpose
The Contract Summary View allows the customer to view a contract either by amendment or
date. To review the capacity release and amendment history information, the customer can
select the View by Amendment feature.
Navigation
Navigate to the Contracts Application and click the + (plus sign) to view the expanded
contents. Click the + (plus sign) next to the Contract Maintenance folder; then
double-click the Contract Summary View sub-folder. The Select a Contract screen appears.
How To View a Contract
- Query on a single field or multiple fields at the top of the screen by entering the
search criteria and clicking the Search button. Highlight the appropriate contract to be
viewed.
- Click the View Contract By Amendment button to display the Review/Maintain screen.
- Highlight the amendment to be viewed and click the Continue button. The View by
Amendment screen appears and displays the following tabs: Details, Quantity, Assigned
Addresses, Comments, and Contract Terms.
NOTE: The base contract amendment, Amendment 0, must be executed to view
amendments. Pending requests will not be displayed.
Details Tab
- The Details Contract Amendment screen is displayed. The following information can be
found on this screen: Type of Contract, Effective Dates, Evergreen, Special Term Status,
Amnd Status, Service Requester Name, Serv Requester, Contract Number, TOS, TSP, Serv Req
Prop, and Amendment Number.
- Click the Release button on the right side of the screen to view the capacity release
information on an Assignment Contract or amendment.
NOTE: The Release button displays information when the amendment is a
capacity release amendment or the contract was created by a Capacity Release. A Capacity
Release amendment displays replacement shipper details; an amendment created by a Capacity
Release displays releaser details.
- Click the Bid Room/Capacity Review Info tab to view the following fields: Open Season
Number and Date (the capacity was sold), Cap Review Status, Svc Pt (storage contracts
only), AQL Ind, Flow Direction, and other information.
- Click the Amendment History tab to view the dates the contract amendment was
transmitted, approved, executed, recalled, or reput.
- Click the Fuel Option selection to view the Fuel Purchase Indicator.
- Click the Validation Message tab to view the system messages associated with the
amendment.
NOTE: Because only failed messages are returned here, this tab should
be blank.
Quantity Tab
- Click the Quantity tab. The Transportation Location tab and the This Amnd tab shows the
following: Approved/Requested Quantity, Total Billable, Requested Change Quantity,
Quantity Type, Loc, Loc Prop, Loc Name, and other information associated with any location
changes made on the amendment.
- Click the Cumulative Loc Quantity tab to view the Total Volume, Billable Quantities, all
locations and location information effective as of the date of this amendment.
- Click the Cumulative Zone/Leg Quantity tab to view the Zone and Leg quantities.
- Click the Contracts tab. The This Amend tab shows the Total Requested and Approved
Contract Quantity for this amendment.
- Click the Cumulative Quantity tab to display the Total volumes and Billable quantities
for the contract as of the effective date of this amend.
- Click the Storage Location/This Amend tab to view the following fields: Loc, Loc Prop,
Loc Purpose, Approved/Requested Quantity, Ratchet Quantities, and other information
associated with the storage contract amendment.
- Click the Cumulative Quantity tab to view the total injection, withdrawal and ratchet
quantities for a storage contract as of the effective date of this amendment.
Assigned Addresses Tab
Click the Assigned Addresses tab to view the addresses associated with a contract.
Click the Group Type field on the upper left box to display the addresses on the right.
NOTE: Assigned addresses are not amendment-specific and can be viewed
from any amendment.
Comments Tab
Click the Comments tab to view any comments attached to the contract by the Service
Requester. If more than one comment has been entered, highlight the Amnd Number and the
comment will be displayed on the right-hand grid.
Contract Terms Tab
- Click the Contract Terms tab to view the non-standard terms and special terms. Click the
Nonstandard Terms tab to view predefined terms that are specific to the contract such as,
Flexible Deliveries, Pipeline Tolerance, Recallable, and other terms.
- Click the Special Terms tab to view any special terms on the contract. If more than one
special term exists, highlight the Amnd Number and the Special Term will be displayed on
the right.
How to View a Contract by Date
Purpose
The Contract Summary View allows the customer to view a contract either by amendment or
by date. To review location meters and quantities on a contract for a particular date or
date range, the customer can select the View by Date feature.
Navigation
Navigate to the Contracts application and click the + (plus sign) to view the expanded
contents of the application. Click the + (plus sign) next to the Contract Maintenance
folder; then double-click the Contract Summary View sub-folder to display the Select a
Contract screen.
How To View A Contract by Date
NOTE: Only contracts and amendments that are in Executed status can be
viewed.
- To find a contract, enter the search criteria (in any combination) at the top of the
screen; then click the Search button. Highlight the appropriate contract and click the
View Contract by Date button and the View by Date screen appears showing the following
tabs: Details, Quantity Assigned Addresses, Comments, Nonstandard Terms. The Details
screen is active. It displays general information associated with the contract such as
Type of Contract, Effective Dates, Effective Thru Date, Evergreen Clause, and other
information.
- Click the Quantity tab. The Transportation Location tab is displayed with a Begin Date
and End Date query field. The Begin Date and End Date defaults to current date but can be
modified. To view the quantities and locations for a certain time frame other than the
current day, change the Begin Date and End Date and click the Search button. The locations
and associated quantities are displayed.
- Click the Zone/Leg tab to view the total quantity by Zone and Leg. The Begin Date and
End Date can be changed to view the data for another day or date range. Click the Search
button after changing the dates.
- Click the Contract tab to view the total quantity available for nominations and billable
quantities. The Begin Date and End Date can be changed to view the quantities available on
another day. Click the Search button after changing the dates.
NOTE: The individual locations are not displayed.
- For a Storage Contract, click the Storage Location(s) tab. Change the Begin Date and End
Date and click the Search button. The locations and associated quantities are displayed.
- Click the Assigned Addresses tab to view all current addresses associated with the
contract.
- Comments and Contract Terms can be viewed by clicking each respective tab.
How to Create or Modify an Address, Contact, or Address Group
I. How To Add or Change an Address and/or Contact
Navigation
Navigate to the Contracts application and click the + (plus) sign to view the expanded
contents of this folder. Click the + (plus sign) next to the Address Maintenance folder;
then double-click the Create/Modify Addresses/Contacts subfolder to display the View
Address/Contact screen.
How To Add Addresses
- To add an address, click the Create New Address button to display the Create New Address
screen. Enter the appropriate address information on the screen. The drop-down boxes must
be used for State and Country. Click the Save button to save the information.
- If additional addresses need to be added, click the New button to refresh the screen.
Enter the appropriate address information and click the Save button.
- To return to the View Address/Contact screen, click the Search Again button, or to exit
the screen and return to the navigation tree, click on the X in the upper right side of
the screen.
How To Add Contacts
To add a new contact, click the Create New Contact button from the View Address/Contact
screen to display the Create New Contact screen. Enter the appropriate information on the
screen. Enter a phone number and a fax number and enter an email address if available. A
description of the contact can be entered in the Comments field. Click the Save button to
save the information.
NOTE: To return to the View Address/Contact screen, click the Search
Again button, or to exit the screen and return to the navigation tree, click on the X in
the upper right side of the screen.
How To Modify Existing Addresses
- To modify an existing address, click the Search button on the View Address/Contact
screen to display a list of valid addresses and contacts. Select the address to be changed
and click the Modify Address button to display the Modify Service Requester Address
screen. Make the appropriate changes on the screen and click the Save button.
- To return to the View Address/Contact screen, click the Search Again button, or to exit
the screen and return to the navigation tree, click on the X in the upper right side of
the screen.
How To Modify Existing Contacts
- To modify an existing contact, click the Search button from the View Address/Contact
screen to display a list of valid addresses and contacts. Select the contact to be changed
and click the Modify Contact button to display the Modify Service Requester Contact
screen. Make the appropriate changes and click the Save button.
- To return to the View Address/Contact screen, click the Search Again button, or to exit
the screen and return to the navigation tree, click on the X in the upper right side of
the screen.
- To remove any existing address or contacts, select the address or contact from the View
Address/Contact screen. Click either the Modify Address or Modify Contact button. Change
the status on the next screen from Active to Inactive and click Save.
II. How To Add or Change an Address Group
Navigation
To create or modify an address group such as a billing address group, notice address
group, or default address groups, select the Contracts application. Select the Address
Maintenance folder; then double-click the Create/Modify Address Group subfolder to display
the View Address Group screen.
How To Create Address Groups
- Click the Create Address Group button to create an address group and to display the
Create Address Group screen.
- Select an address group type by clicking the down arrow in the Addr Group Type field.
Select the appropriate group type by highlighting the Addr Group and clicking the Accept
button.
- Click the down arrow in the Addr Seq Number field to add the address. A list of
available addresses appears. Highlight the appropriate address and click the Accept
button.
- Click the down arrow in the Attn Seq Number field to add a contact. A list of available
contacts is displayed. Highlight the appropriate contact and click the Accept button.
- The Addr Grp Comments field is optional. You can enter information to further identify
the purpose of the address group.
- Click the Save button to save the information.
- To create another address group, click the New button to refresh the screen. Enter the
information and click the Save button.
- Click on the X in the upper right side of the screen to exit the screen and return to
the View Address Groups screen.
How To Modify Address Groups
- To modify an existing address group, click the Search button on the View Address Group
screen to display a list of valid address groups. Highlight the group to be changed, and
click the Modify Address Group button to display the Modify Address Group screen.

How to Print a Contract
Navigation
Navigate to the Contracts application and click the + (plus sign) to view the expanded
contents of the application. Click the + (plus sign) next to the Contracts Maintenance
folder; then double-click the Hardcopy Contract sub-folder to display the Select Contract
to Hardcopy screen.
How To Print a Contract
- Select the contract or amendment to be printed by highlighting the appropriate contract.
- Click the Printer button at the bottom of the screen. The contract appears online.
- From the File menu, click Print.

A replacement shipper may elevate a secondary point(s) to primary under the following conditions.
The replacement shipper must be awarded the primary capacity through the Open Season process.
The elevation must be on a replacement contract that is in the same direction as the releasing shipper’s contract.
- The elevation request must not be on a self-release.
- There must be corresponding primary capacity (greater than or
equal to the volume being elevated) at a delivery point if a receipt
point is being elevated and there must be corresponding primary
capacity (greater than or equal to the volume being elevated) at a
receipt point if the delivery point is being elevated.
- The primary capacity (including elevated primary) at receipt and
delivery meters cannot exceed the TQ of the replacement contract.
- Elevated capacity is temporary.
When the replacement shipper’s release term expires or if the
capacity is recalled by the releasing shipper, the capacity goes back
to the releasing shipper as secondary.
- If the capacity is recalled by the releasing shipper and is reput
to the replacement shipper, the capacity reput is secondary and the
replacement shipper must go through the elevation process again to get
the point elevated.
- The Replacement Shipper may elevate secondary point(s) to primary
by following the steps below or by sending the request to the Bid Room
with a copy to the Account Representative.

In order to elevate a
secondary point(s) on a replacement shipper’s contract to primary, click
the + (plus sign) to view the expanded contents of the Contracts
application. Click the Contract Maintenance folder; then double click the
Create Elevation Amendment subfolder.
The Select Contract to (Elev)
Amend screen appears.

Enter the Contract Number in the Contract Number
field and click the Search button to locate the contract to be amended.
A search can also be performed by completing the field in order to
locate the appropriate contract. Once
the search button is clicked, a list of contract(s) appears.

2)
Select
the contract to be amended and click the Create Amendment button at the
bottom of the screen.
3)
Leave
the Amendment Description box blank, because the system will generate
“Point Elevation” as the Amendment Description.
Step 2, entering a Request ID, is optional.
Select the Effective Date of the amendment and click the Save
button.

The Contract Attributes (Elev) Amend screen
appears.

5)
Click the K Locations (Contract Locations) button at the bottom of the
screen. The meters currently
on the contract will appear. Select
the meter(s) you wish to elevate and click the Accept button.
Click the Save Locations button at the bottom of the screen.
This will save the request in Pending status.
To transmit, click the down arrow on the Amnd Status (Amendment
Status) box and select Transmitted. Click
the Save button next to the Amnd Status (Amendment Status) box.
The request will be transmitted.

A shipper may amend the elevated point while the elevation amendment
is in a Transmitted status. The effective date for both amendments can be
the same effective date. (See
Replacement Shipper Amendment procedures.)
This allows the elevation amendment and the meter amendment to
occur in the same Open Season.

Once the elevation is executed, the replacement shipper’s path will
be adjusted to give the contract “In the Path” rights between all
elevated primary and /or primary points.
|

To
View Elevated Volumes
To
view elevated volumes, click on the Processing Functions button and then
click on Contractual Meter TQ. This
is the only way to view the meters and volumes that have been elevated.
Every other screen will show the capacity as secondary.
To Release Elevated Volumes
- When
creating a release with meters that contain elevated volumes, a note
appears on the Quantity tab that states, “This offer may contain
elevated points.” The
releasing shipper must know what the elevated quantities are before he
begins creating the Offer because the quantities cannot be seen from
the Offer screen. The
releasing shipper can go to Review/Maintain or Contract Summary View
to see the elevated quantities on the releasing contract.
Once the offer is submitted, the amount of elevated volumes on
the release offer is populated into the Special Terms of the offer.
- Once
awarded, PASSKEY creates the new contract and an elevation amendment
to the new contract. The
new contract has a Special Term that states the meters and volumes
that are elevated.
- Only
the amendment 0 of the new contract needs to be approved and executed.
The elevation amendment 1 will automatically execute once the
base is executed.

Before a replacement shipper can amend a primary
point on a replacement contract, the releasing shipper has to give the
replacement shipper the right to amend the primary points.
The releasing shipper has control over rather or not the
replacement shipper can amend the primary points because once the
amendment is approved and executed by the replacement shipper, the
amendment is permanent.
Once the replacement shipper’s release expires, the releasing
shipper gets the amended point back.
The releasing shipper gives the replacement shipper the right to
amend primary points during the Create Offer process.
When the releasing shipper creates the Offer, there is a button on
the Quantities Tab that is labeled “Amend Pri Pts” (Amend Primary
Points) with a drop down arrow. When
clicking the drop down arrow, the releasing shipper may choose “yes”
or “no”. If the releasing
shipper chooses “yes”, the replacement shipper’s contract will have
a Nonstandard Term, “Rights to Amend Primary Points” which give the
replacement shipper the right to amend the primary points.

Open Season process just like any other transportation contract meter
amendment. The Replacement
Shipper may amend the primary point(s) by following the steps below or by
sending the request to the Bid Room.

on the Amnd Status (Amendment Status) box and select Transmitted.
Click the Save button next to the Amnd Status (Amendment
Status) box. The request
will be transmitted.
- Special Note for FT-G Amendments –
When amending an FT-G replacement contract,
each DQL in the release period must be selected from the K
Locations (Contract Locations) and Locations buttons.
For example, click the K Locations (Contract Locations) button
and select one meter with the first DQL you wish to amend.
Next click the Locations button and select the meter you wish
to amend to. The
corresponding DQL will be populated with the new meter.
Next click the K Locations (Contract Locations) button again
and select the same meter you selected previously but with the next
DQL. Then click the
Locations button and select the meter you wish to amend to again.
The corresponding DQL will be populated with the new meter.
Continue this process until all DQL’s in the release term
have been selected.
- The transmitted replacement contract
amendment generates two amendments to the releasing contract, one that
shows the meter amendment and one that adjusts the releasing
shipper’s retained capacity. These
amendments will be automatically approved and executed at the same
time the replacements shipper’s amendment is approved and executed.

Amending
an Elevated Point on a Replacement Contract
|
Before a replacement shipper can amend an elevated
point on a replacement contract, the releasing shipper has to give the
replacement shipper the right to amend the elevated points.
The releasing shipper has control over rather or not the
replacement shipper can amend the elevated points because once the

releasing shipper’s retained
capacity changes. PASSKEY
adjusts the capacity released to the replacement shipper based on the new
amended point(s) and will also adjust the capacity the releasing shipper
retains. PASSKEY checks to make sure the releasing shipper has enough
capacity on the releasing contract to make the adjustment.
If the new capacity is not available on the releasing shipper’s
contract, the amendment will not be allowed.
The releasing shipper gives the replacement shipper the right to
amend elevated points during the Create Offer process.
