Introduction

Purpose

This section explains how to confirm gas in the new PASSKEY system. Procedures are included for receipt operators, delivery operators, pipeline operators, and producers/endusers.

Fundamental Changes

PASSKEY 1.0 vs. PASSKEY

PASSKEY 1.0 PASSKEY
Confirmations are processed and stored like nominations using contracts. Once confirming party accesses the confirmation screen, PASSKEY will search the database real-time and locate all nominations that are referencing that confirming party’s meter. The information will be "rolled up" to the service requestor level by DUNS number.
Auto-Confirmation Confirmation by Exception (CBE)
Gas day from 09:00 to 08:59 Gas day from 09:00 to 09:00
Confirmation Producer/Enduser Up/Down Party (UDP)
Receipt Operator at production meters Dual role of Operator (OPR) and Up/Down Party (UDP)
Confirmation Pipeline/Delivery Operator Role of Operator (OPR)
Request defaults to end of month Request defaults to one gas day
Previous Nominated Quantity displayed Previous Quantity represents the previous scheduled quantity.
Volumes to Confirm are entered under Current Nominated Quantity Volumes to confirm will be entered under Confirmation Quantity (Conf Qty).

Service Requestor’s rolled-up volumes appear under Nominated Quantity (Nom Qty).

Confirmations can be found in the Nominations screen Confirmations located only in the Confirmations screen
Manual application of Lesser of Rule Automated Process
Flow indicator from meter operator’s perspective Contractual Flow Indicator (KFlo) shows flow from pipeline’s perspective (R/D indicator reversed)
Rank Default is 999 Rank Default is 500
Intraday/Hourly cut to below EPSQ receives a fatal error Entering a volume at intraday/hourly below EPSQ will schedule the prorated volume for that time.

Lesser of Rule

GISB Standard 1.3.22

  1. With respect to the timely nomination/confirmation process at a receipt or delivery point, in the absence of agreement to the contrary, the lesser of the confirmation quantities should be the confirmed quantity. If there is no response to a Request for Confirmation or an unsolicited Confirmation Response, the lesser of the confirmation quantity or the previously scheduled quantity should be the new confirmed quantity.
  2. With respect to the processing of requests for increases during the intraday nomination/confirmation process, in the absence of agreement to the contrary, the lesser of the confirmation quantities should be the new confirmed quantity. If there is no response to a Request For Confirmation or an unsolicited Confirmation Response, the previously scheduled quantity should be the new confirmed quantity.

Lesser of Rule Description

If the confirming party does not confirm a nomination increase for any cycle, the quantity scheduled at the receipt or delivery point will be the scheduled quantity of the previous cycle.

NOTE: If the scheduled quantity is less than the confirmed quantity, the confirming party is subject to increases up to the confirmed quantity. The Lesser of Rule does not apply.

Confirmation by Exception (CBE)

GISB Standard 1.2.11

Confirmation by Exception (CBE) means that the Confirming Parties agree that one party deems that all requests at a location are confirmed by the other party (the CBE party) without response communication from that party. The CBE party can take exception to the request by so informing the other party within a mutually agreed upon time frame.
