Introduction
Purpose
This section explains how to confirm gas in the new PASSKEY system. Procedures are
included for receipt operators, delivery operators, pipeline operators, and
producers/endusers.
Fundamental Changes
- CONFIRMATION CONTRACTS ARE ELIMINATEDIn PASSKEY 1.0, confirmations are processed
and stored like nominations using contracts. In PASSKEY, once a confirming party
accesses the confirmation screen, PASSKEY populates shipper (service requestor)
nominations real-time as they are submitted.
- CONFIRMATIONS AT THE DUNS NUMBER (ENTITY)/METER LEVELNominations will be
"rolled up" by the service requestors DUNS number at a location (meter).
- AUTOCONFIRMATION REPLACED WITH CONFIRMATION BY EXCEPTION (CBE)In PASSKEY v. 1.0,
confirmation contracts may elect to autoconfirm nominations for a given day. In PASSKEY,
a confirming party may elect to automatically confirm a nomination for any given
cycle at any confirming location.
- RANKING ACROSS CONTRACTSRanking across contracts will be used in scheduling,
allowing shippers to rank their market/supply across contracts.

Lesser of Rule
GISB Standard 1.3.22
- With respect to the timely nomination/confirmation process at a receipt or delivery
point, in the absence of agreement to the contrary, the lesser of the confirmation
quantities should be the confirmed quantity. If there is no response to a Request for
Confirmation or an unsolicited Confirmation Response, the lesser of the confirmation
quantity or the previously scheduled quantity should be the new confirmed quantity.
- With respect to the processing of requests for increases during the intraday
nomination/confirmation process, in the absence of agreement to the contrary, the lesser
of the confirmation quantities should be the new confirmed quantity. If there is no
response to a Request For Confirmation or an unsolicited Confirmation Response, the
previously scheduled quantity should be the new confirmed quantity.
Lesser of Rule Description
If the confirming party does not confirm a nomination increase for any cycle, the
quantity scheduled at the receipt or delivery point will be the scheduled quantity of the
previous cycle.
- For Timely nominations, previous cycle refers to the previous
days timely scheduled quantity.
- For Intraday nominations, previous cycle refers to the
preceding intraday cycles scheduled quantities.
NOTE: If the scheduled quantity is less than the confirmed quantity,
the confirming party is subject to increases up to the confirmed quantity. The Lesser of
Rule does not apply.
Confirmation by Exception (CBE)
GISB Standard 1.2.11
Confirmation by Exception (CBE) means that the Confirming Parties agree that one party
deems that all requests at a location are confirmed by the other party (the CBE party)
without response communication from that party. The CBE party can take exception to the
request by so informing the other party within a mutually agreed upon time frame.
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Maintain Confirmation by Exception (CBE) subfolder to
display the Maintain CBE screen.
How To Customize Confirmation by Exception
- Select the Transportation Service Provider (TSP) by clicking the TSP drop-down menu and
selecting the appropriate pipeline (default is Tennessee Gas Pipeline). Enter the
confirmation party number (Conf Pty) and the confirmation level (Conf Lvl) by
clicking the Conf Pty drop-down menu and selecting the appropriate party and confirming
role. The Conf Pty, Conf Pty Name and Conf Lvl fields are automatically populated.
Otherwise, manually enter the confirmation party number and confirmation role. The
confirmation party (Conf Pty Name) is populated.
- Click the Retrieve button to view all CBE data.
NOTE: The default Flow Date is the next gas day.
- Customizing CBE:
- To disable CBE for all cycles for all meters, click the Set All Y/N button and the red
checks will disappear in all of the indicator boxes.
- To disable CBE for all cycles by a meter, click on the meter row to highlight and click
on the Set N button. The red checks will disappear in each of the four indicator boxes.
- To disable CBE by cycle for all meters, click the appropriate cycle column heading and
the red checks will disappear in all the indicator boxes for all meters for that cycle.
- Click individual boxes for a meter for individual cycles and the red checks will
disappear in the indicator boxes selected.
NOTE: The default setting for all meters is CBE enabled.
- The C2 Cycle enables CBE for Cycle 2 (21:00) and all hourly NomQtys.
- If CBE is not enabled for any meter, the Lesser of Rule will be applied if the Nominated
Quantity (NomQty) is not manually confirmed.
- When entering the CBE screen for the first time, the End Date/Time field will be blank.
When CBE is changed for a meter and cycle, the Beg Date/Time will automatically populate
with the selected Flow Date. The End Date/Time will remain blank until CBE is edited at
future date for that meter.
- Click the Submit button to save CBE changes.
How to Confirm as a Pipeline or Delivery Operator
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Confirmations sub-folder to display the Confirmations
screen.
How To Retrieve Nomination Data
- Click the Conf Req drop-down menu and select the appropriate pipeline to choose the
confirmation requestor. The DUNS number and confirmation requester name (Conf Req Name)
will be populated.
NOTE: The default is Tennessee Gas Pipeline.
- Enter the confirmation party number (Conf Pty) and confirmation level (Conf Lvl) by
clicking the Conf Pty drop-down box and selecting OPR as the confirmation
level. The Conf Pty and Conf Lvl fields are populated. Otherwise, manually enter the
confirmation party number (Conf Pty) and confirmation level OPR. The
confirmation party name (Conf Pty Name) is populated.
- Enter the Flow Date by clicking the drop-down menu or entering the date manually.
NOTE: Default date is the next gas day.
- Click the Retrieve button to view all Confirmation data.
How To Maintain Solicited Confirmations
- Choose a custom filter from the Display Options box. The default is All.
NOTE: Confirmations are made at an entity level by DUNS number.
Confirming parties can confirm as service requester nominations are submitted.
- View and verify the nomination data to be confirmed. Total quantities may be viewed by
selecting the Totals tab, then clicking the Sum button to retrieve total quantities.
- To enter Confirmation Quantities (Conf Qty):
- If CBE is enabled for that cycle and Loc Prop (meter[s]), PASSKEY populates the Conf Qty
field to equal the nominated quantity and no action is required.
- Or, click the Set Conf Qty button or select from the Processing Functions menu to set
the Conf Qty to equal the Nom Qty.
- Or, manually enter the Conf Qty on selected rows. Set Conf Qty can then be selected to
populate the remaining Conf Qty fields.
- If CBE is not enabled for that cycle and Loc Prop being confirmed, an absence of a
confirmed quantity (i.e. leave the Conf Qty field blank) will have the Lesser of Rule
determine the scheduled quantity for that cycle.
NOTE: Set Conf Qty will not overlay manually entered or CBE entered
quantities.
- If the confirmation is complete, go to step 17. If not, go to step 9.
NOTE: A confirming party may enter a reduction reason code (RR) when
confirming a cut (optional).
How To Maintain Unsolicited Confirmations
- To create a new row, click the New button, or use the Processing Functions drop-down
menu and select New, or click the Copy button.
- Enter the date range by clicking the Change Dates button or select Change Dates from the
Processing Functions drop-down menu. Select Option and enter the Beg Date, Beg Time,
and/or End Date. The default date range is one gas day. Click the OK button.
NOTE: The default Begin Date will be the flow date. If needed, change the
Begin Date and Time on the applicable rows. The End Date will default to one gas day and
can be changed for a desired date range.
- Enter the meter number (Loc Prop) or use the Loc Prop drop-down menu. Select the
appropriate Loc Prop; Loc and Loc Prop Name will be populated.
- Enter the contractual flow indicator in the K Flo field (required).
- To enter the upstream or downstream party (UP/DN ID), select from the Up/Down drop-down
menu or enter the DUNS number. The Up/Down Name (UP/DN Name) is populated.
NOTE: This field is required and refers to the party who is receiving or
delivering the gas from or to the service requester.
NOTE: The DUNS numbers in the Up/Dn Lookup are all active parties in
PASSKEY.
- To enter a service requester (Svc Req), select from the Svc Req drop-down menu or enter
the DUNS number. The Service Requester name (Svc Req Name) is populated.
- Enter the Confirmation Quantity in the Conf Qty field.
- If necessary, modify the Rank.
NOTE: A confirming party may enter a reduction reason code (RR).
(Optional)
- To submit the confirmation, click the Submit button or click Processing Functions
drop-down menu; then select Submit.
How to Confirm as a Receipt Operator
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Confirmations sub-folder to display the Confirmations
screen.
How To Retrieve Nomination Data
- Click the Conf Req drop-down menu and select the appropriate pipeline to choose the
confirmation requestor. The DUNS number and confirmation requester name (Conf Req Name)
will be populated.
NOTE: The default is Tennessee Gas Pipeline.
- Enter the confirmation party number (Conf Pty) and confirmation level (Conf Lvl) by
clicking the Conf Pty drop-down box and selecting OPR as the confirmation
level to populate the Conf Pty and Conf Lvl fields. Otherwise, manually enter the
confirmation party number (Conf Pty) and confirmation level OPR. The
confirmation party name (Conf Pty Name) will be populated.
- Enter the Flow Date by clicking on the drop-down menu or entering the date manually.
NOTE: Default date is the next gas day.
- Click the Retrieve button to view all Confirmation data.
How To Maintain Solicited Confirmations

parties will be able to confirm as service requester nominations are submitted.

confirmed quantity (i.e. leave the Conf Qty field blank) will have the Lesser of Rule
determine the scheduled quantity for that cycle.
NOTE: Set Conf Qty will not overlay manually entered quantities.
- If the confirmation is complete, go to step 16. If not, go to step 9.
NOTE: A confirming party may enter a reduction reason code (RR) when
confirming a cut. This is an optional field.
How To Maintain Unsolicited Confirmations
- To create a new row, click the New button, or use the Processing Functions drop-down

How to Confirm as a Producer / Enduser (UDP)

folder; then double-click the Confirmations sub-folder to display the Confirmations
screen.
How To Retrieve Nomination Data
- Click the Conf Req drop-down menu and select the appropriate pipeline to choose the
confirmation requester. The DUNS number and confirmation requester name (Conf Req Name)
will be populated.
NOTE: The default is Tennessee Gas Pipeline.
- Enter the confirmation party number (Conf Pty) and confirmation level (Conf Lvl) by
clicking the Conf Pty drop-down menu and selecting UDP as the confirmation
level. The Conf Pty and Conf Lvl fields will be populated. Otherwise, manually enter the
confirmation party number (Conf Pty) and confirmation level UDP. The
confirmation party name (Conf Pty Name) will be populated.
- Enter the Flow Date by clicking the drop-down menu or manually enter the date.
NOTE: The default date is the next gas day.
- Click the Retrieve button to view all Confirmation data.

Confirmation Options
Purpose
This section explains the options available in PASSKEY.
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Confirmations sub-folder to display the Confirmation screen.
View Confirmation Overview
The View Confirmation Overview option submits all unsolicited confirmation headers for
a specific date or date range.
- Click on Options and select View Confirmations Overview. The View Confirmations Overview
screen will appear.
- Enter the Conf Req Name in the Conf Pty field to view unsolicited confirmation headers
for a specific Conf Pty/Conf Lvl.
NOTE: The default Conf Req Name is Tennessee Gas Pipeline.
- Enter the From Beg Date and the To Beg Date to view the confirmation headers for a
particular date range.
- Highlight the confirmation header to view; then click the Retrieve button. The
confirmations are displayed. Make any necessary edits.
- If the confirmation is ready to be submitted, click the Submit button. However, if the
confirmation is not ready to be submitted, select the Processing Function drop-down menu;
then click Save Work in Progress.
View Quantity by Location
Displays nominated and confirmed quantities by Location Proprietary Code (meter) for
the Flow Date retrieved.
View Quantity by Service Requester
Displays nominated and confirmed quantities by service requester for the Flow Date
retrieved.
View Quantity by Up/Down ID
Displays nominated and confirmed quantities by Up/Down ID for the Flow Date retrieved.
How to Save a Work in Progress (SWIP)
Purpose
The Save Work in Progress function allows you to save work that has been updated and
not submitted. The updated row is saved as "Pending" in the Tennessee Gas
Pipeline database.
Navigation
Navigate to the Nomination application and click the + (plus sign) to view the expanded
contents of the application. Click the + (plus sign) next to the Confirmations folder;
then double-click the Confirmations sub-folder to display the Confirmations screen.
How To Save A Work in Progress
- Retrieve the Confirmation and make necessary changes. The system automatically changes
the status of these routes to pending (P).
NOTE: When making changes, it may appear that the system is duplicating
rows. However, when a row is submitted, it replaces the existing row and changes the
status to transmitted (T).
- Click the Processing Functions drop-down menu and select Save Work in Progress to save
the pending confirmations.
How To Remove a Route That Was Saved in the Work in Progress Area
- Retrieve the appropriate saved confirmation.
NOTE: Only rows that are transmitted (T) or scheduled (S)
appear.
- Click the Processing Functions drop-down menu and select Retrieve Work in Progress. All
pending (P) rows are added to the bottom of the Confirmations screen.
- Highlight the Pending Route (P status) to be removed and click Delete at the bottom of
the screen.
- Click the Processing Functions drop-down menu and select Save Work in Progress.
NOTE: Submitting a confirmation that was previously saved does not
eliminate the confirmation from the Work in Progress database.
- After submitting the confirmation for that date, click Processing Functions drop-down
menu and select Save Work in Progress to clear the Save Work in Progress area of the
database.
How to Retrieve a Work in Progress (RWIP)
Purpose
The Retrieve Work in Progress function retrieves the pending confirmations from
Tennessee Gas Pipelines database for review before submitting.
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) Confirmations folder; then
double-click the Confirmations sub-folder to display the Confirmations screen.
How To Retrieve and Revise a Confirmation
- Click the Retrieve button on the right side of the screen. All the submitted (T)
and scheduled (S) confirmations for the flow date for the confirmations
are displayed.
- Click the Processing Functions drop-down menu and select Retrieve Work in Progress. All
pending (P) rows are displayed at the bottom of the confirmation screen.
- Review the confirmation and make necessary changes.
- Select the Totals tab and click the Sum button to calculate the adjusted total receipts
and deliveries for the confirmation.
NOTE: Volumes may appear to be overstated; they will be corrected when
the confirmation is submitted.
- If you are not ready to submit, click Save Work in Progress. Otherwise, Submit.
How to Use the Save As Function
Purpose
The Save As function exports a confirmation and saves it to a word processing or
spreadsheet format.
Navigation
Navigate to the Nominations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Confirmations sub-folder to display the Confirmations
screen.
How To Use the Save As Function
- Retrieve the appropriate confirmation.
- Click the Processing Functions drop-down menu and select Save As. The Export Data Wizard
box appears.
- The Export Data Wizard box allows you to select how to export the data. Select the
appropriate delimiter to export data (e.g., comma, semicolon, space or tab. The default
delimiter is comma.) Click Next and the Export Data to File box appears.
- Enter the appropriate Path and File Name for the exported data and click Save.
How to Print a Confirmation
Purpose
The Print function prints a copy of the confirmation.
Navigation
Navigate to the Confirmations application and click the + (plus sign) to view the
expanded contents of the application. Click the + (plus sign) next to the Confirmations
folder; then double-click the Confirmations sub-folder to display the Confirmations
screen.
How To Print a Confirmation
- Retrieve the confirmation.
- Click the Print button at the bottom of the screen. The Automation Server Browser
appears.
- Click the Refresh Icon (lightning bolt).
- Click the Print Icon to display the Print Command Box.
NOTE: Do not select File, then Print.
- Revise the Print Range and Number of Copies fields, if needed, and click OK.
NOTE: Only confirmations in a transmitted (T) or
scheduled (S) status will print. Confirmations in a pending (P)
status will not print.
